How we compare
Each city counts its zones of residential building land, ready to build, without the values for the outskirts (Außenbereich); the median is weighted by the zones' area, as on the city pages. For the change we look up, at each zone, the value for the same use on the earlier reference date and compare the medians; a zone without such a value is left out. The Compared column names both dates: some states set their values only every second year. Land values are rounded and stay the same in many zones for years, hence the frequent 0.0%.
The Bodenrichtwert is the average value of land per m² of plot in a zone of similar features. The local valuation board (Gutachterausschuss) derives it from actual sale prices (§ 196 BauGB) and sets it at a reference date. It describes a typical undeveloped plot of the zone, not a particular one.
